Conservative Champion: Rick Brattin

A Marine, Grandfather, and Fighter for Missouri Values
Rick Brattin’s story starts in Missouri.
He grew up in Greenwood, graduated from Lee’s Summit High School, and after 9/11, joined the United States Marine Corps, where he achieved the rank of Sergeant and served for six years. He founded a small construction business and built a life in Cass County. Today, he operates a 40-acre farm north of Harrisonville.
Rick Brattin is a Marine, a businessman, a farmer, a husband, and a father of five.
Coming of age in the Reagan years and serving after 9/11 strengthened his belief that America is worth defending, and that freedom and liberty are grounded in the Christian understanding of human dignity.
Brattin first entered the Missouri House in 2011, where he served four terms. During his House service, he was elected president of his freshman class, served as Deputy Whip under now-Congressman Jason Smith, and chaired the Special Committee on Government Oversight.
After leaving the House, Brattin served as Cass County Auditor before being elected to the Missouri Senate in 2020.
Since then, Brattin has become one of the strongest conservative voices in Jefferson City.
A Tax-Cutting Record Missourians Can Trust
Rick Brattin has spent his time in public office fighting for lower taxes, gun rights, and constitutional government.
As far back as 2017, Brattin was fighting for property tax reform.
“Your seniors are the ones that will benefit [from property tax reform], your farmers will be the ones that have had their century-long farm that their family has paid in full for, you know, decades and decades.” Missourinet
Years later, Brattin helped lead the push to put property tax relief before Missouri voters. The result was overwhelming. In the April 7, 2026 General Municipal Election, Cass County voters approved the county tax question with 78.17% support.
It wasn’t just Cass County. Property tax freezes were on the ballot in 97 Missouri counties. According to Missourinet, property tax freezes were the “big winners” in the April election.
It was a clear message from the people. Taxpayers are tired of being squeezed, and when they were given a chance to vote for relief, they took it.
Fighting for Gun Rights
Brattin has also worked to protect Missourians from government barriers to their Second Amendment rights. In 2022, he successfully added language to House Bill 1606 to exempt firearms and ammunition from state and local sales tax. At the time, he said, “The Second Amendment is a basic constitutional right and there’s no reason any government should be taxing that right.”
But tax-free firearms and ammunition aren’t worth much if they can’t be used for self-defense.
Brattin led the effort to expand Missouri’s Stand Your Ground law by creating a legal presumption that a person acted reasonably in self-defense and shifting the burden of proof to the prosecution.
A Major Win for School Choice
Education freedom has defined Rick Brattin’s time in Jefferson City.
“As a conservative and strong believer in education freedom, I will be leading an effort this year to enact a true education savings account program where education funding follows students, not school buildings.” The Missouri Times
Brattin was an early backer of Education Savings Account legislation. His work eventually paid off with the creation of the MOScholars program.
Then, in 2024, Missouri passed SB 727, a major education package that expanded the state’s Empowerment Scholarship Account program. The bill increased the annual tax credit cap for the scholarship program from $50 million to $75 million and expanded eligibility for Missouri families.
For conservatives who spent years fighting to give parents more control over education, that was a major victory.
In conversation with Liberty Alliance, Brattin described the establishment and expansion of ESAs as a monumental step for Missouri families. For him, school choice is part of a broader effort to put parents back in charge and make education serve students instead of systems.
As chair of the Senate Education Committee, Brattin advanced open enrollment legislation, parental rights bills, and legislation addressing gender identity discussions in schools.
His view is simple. Education dollars should serve students and families. Parents deserve options. Children deserve schools that fit their needs.
Defending Life, Children, and Common Sense
Rick Brattin has been one of Missouri’s strongest pro-life lawmakers.
In 2022, he introduced a Texas-style pro-life bill to prohibit abortions after a fetal heartbeat is detected.

In 2026, Brattin sponsored the “Born-Alive Abortion Survivors Protection Act,” requiring health care providers to provide the same standard of care to a child born alive during a failed abortion as any other live-born child.
Brattin pushed back against explicit materials in schools and libraries. In conversation with Liberty Alliance, he described these fights as part of a broader cultural decline affecting children and families.
He backed legislation to make permanent Missouri’s restrictions on gender procedures for minors and transgender athlete participation restrictions.
