AMENDMENT 3:
PROTECTING MISSOURI FAMILIES AND CHILDREN

In 2026, Missourians will vote to clarify Amendment 3, restore parental consent in medical decision making, and protect laws regulating the health and safety of women receiving healthcare.

Amendment 3 will appear on the ballot in the following form:

Shall the Missouri Constitution be amended to:

• – Guarantee access to care for medical emergencies, ectopic pregnancies, and miscarriages; 
• – Ensure women’s safety during abortions; 
• – Ensure parental consent for minors;
• – Allow abortions for medical emergencies, fetal anomalies, rape, and incest;
• – Require physicians to provide medically accurate information; and
• – Protect children from gender transition?

Amendment 3 narrowly passed in 2024, despite the misgivings of many voters who found the Amendment extreme and confusing. While Missourians might disagree on abortion, they agree that the state should have laws protecting the health and safety of the procedure. 

Health and Safety

Missouri voters overwhelmingly agree that Missouri should have laws regulating the health and safety of abortion facilities and the manner in which abortions are performed to keep women safe.

• – From 2009-2016 (before the fall of Roe v. Wade), ambulances were called to a single St. Louis Planned Parenthood clinic once every 46 days.
• – In 2022, DHSS estimated the complication rate for Missouri abortions was 1 in 50.

Provider Regulations

Missouri voters believe that licensed medical professionals should provide medically necessary information to their patients. When something goes wrong, Missourians agree that a woman should have the right to sue the physician who harmed them.

• – Immediately following the passage of Amendment 3 in 2024, Planned Parenthood sued to overturn all safety regulations on abortion providers, including the requirement to provide medically necessary information to patients.

Parental Consent

Missouri voters agree that medical decisions for minor patients should require parental consent, including decisions related to reproductive healthcare. They believe that no child should undergo gender transition surgery.

• – Amendment 3 restores Missouri’s parental consent law and bans child gender transitions.
• – The United States Supreme Court upheld the validity of bans on child gender transitions in 2025.
